In the past Docker for Windows and Docker for Mac would give the illusion that Docker is running natively on each platforms but in reality, Docker Desktop was running a Linux VM in the background to host the containers while providing transparent access to them. As such, you need a Linux operating system to run a linux container. Docker uses the kernel of the host operating system to run the container. Yes, you still need WSL because a Docker images does NOT contain a complete Linux base image unlike virtual machines. if I’m using docker images that have their own Linux base image, do I even need to use WSL?
